On Monday 04/06/2015, at approximately 7:00, OPD Officers were dispatched to Target in reference to a possible Peeping Tom in the changing room area. A female customer reported that she caught a man looking under her dressing room door, watching her as she undressed. 
Officers responded and located the suspect, identified as 21 year old Douglas Lamont Collins of Tulsa. After a positive identification by the victim, Collins was placed under arrest. Upon being interviewed by Detectives, Collins admitted intentionally looking into the dressing room in an effort to watch the victim undress and also admitted that he has done so at various stores in Owasso multiple times over the last year without being caught.
Due to Collins’ concerning statements during the interview, the Owasso Police Department is seeking information from the public from anyone who may have witnessed this behavior on prior occasions or may have been a victim themselves.
