Delbert Cecil Kelsey was born on December 12, 1936, in Erick, Oklahoma to Arthur Edward Kelsey and Mary Ann (O’Brien) Kelsey. He died on Tuesday, May 17, 2022, in Claremore, Oklahoma at the age of 85 years. Delbert was raised and educated in Owasso, Oklahoma and graduated with the Owasso High School Class of 1955. He was married on March 28, 1957, in Stigler, Oklahoma to Judy May (Spoonemore) Kelsey. Delbert spent most of his working life as an Asphalt Foreman with the Tulsa County Highway Districts 1, 2, and 3 for 20 years. He was a faithful member of Central Baptist Church in Owasso for over 20 years. In his spare time, Delbert enjoyed a variety of past times such as hunting and shooting guns, going to gun shows and auctions, and fishing and camping.

He was preceded in death by his parents, Art and Mary, three brothers, George, Edgar, and Glen, three sisters, Edith, Merle, and Betty, wife, Judy, and his son Dennis.
Visitation will be held from 4:00 p.m. to 8:00 p.m. on Monday, May 23, 2022, at Mowery Funeral Service in Owasso. Funeral service will be 10:00 a.m. on Tuesday, May 24, 2022, at Central Baptist Church in Owasso. Interment will be held at Fairview Cemetery in Owasso.
