08/14/2018 – Friends, family and fellow officers packed City Hall Monday afternoon to witness a Promotion Ceremony held for five Owasso Officers.
The promoted officers have a combined total of 64 years of service on the Owasso Police Department.
City Manager Warren Lehr and Owasso Police Chief Scott Chambliss spoke on the officers dedication to the City of Owasso and its citizens.
Those promoted are as follows:
Officer to Sergeant Jonathan Foyil – 11 year patrol officer
Officer to Sergeant Matthew Goodell – 6 year patrol officer
Detective to Detective Sergeant Kelli Vinson – 15 year detective
Detective to Detective Lieutenant Jack Wells – 16 year detective
Officer to Lieutenant Keith Hibbert – 16 year patrol officer
