On Friday, a Tulsa County grand jury assigned to investigating Owasso’s former city manager Rodney Ray as well as others linked to the city issued no indictments or formal accusations of any kind.
15 grand jurors, including three alternates, were sworn in Oct. 17 to investigate possible criminal activity and a possible pattern of public corruption in the Owasso city government”
